The Cabinet
Women hold 38.8% of Cabinet positions in Rwanda, while men represent 61.1%. This reflects Rwanda’s continued commitment to promoting gender equality and inclusive leadership in national decision-making. Women’s participation in Cabinet contributes to diverse perspectives in policy formulation and strengthens efforts toward sustainable and equitable development.
Rwanda is the world leader in Women’s representation in Parliament.
Women hold 63.75% of seats in Rwanda’s Chamber of Deputies, making Rwanda the first and only sovereign country in the world where women form the majority in the national parliament at this level.
The Senate
While women make up about half of the world’s population, they occupy only 27.2% of Parliamentary seats globally (2025). Rwanda also demonstrates strong representation in the Senate, where 46.2% of seats are held by women and 53.8 % of men.
Judges
Women make up 55% of judges in Rwanda, while men represent 45%. This reflects Rwanda’s continued commitment to promoting gender equality and ensuring women’s meaningful participation in leadership and decision-making within the justice sector. The strong representation of women in the judiciary contributes to a more inclusive and balanced justice system.
Mayor of Districts
25.9% of Rwanda’s District Mayors are women, while 74.1% are men.This demonstrates Rwanda’s ongoing commitment to advancing women’s leadership and participation in local governance and advancing gender equality.Women’s representation at the district level contributes to more inclusive decision-making and community development.
DG of Hospitals
Women hold only 2.5% of Hospital Director General positions, while 97.5% are held by men. Increasing women's representation in health sector leadership is essential to achieving gender equality, strengthening decision-making and ensuring inclusive healthcare governance.
